How much a business chatbot costs: three cost layers of setup, monthly operation and per-message fees

How much does a chatbot cost for a business? Going by the ranges published in the Israeli market, usually a few thousand shekels to set up and a few hundred shekels a month on top. That said, two quotes for the same bot can look completely different, because every supplier includes different layers and leaves others out. In this article we break the price into three layers: setup, monthly cost, and what you pay Meta for messages on WhatsApp. We explain what changes on 1 October 2026, when a free tool is enough, and which questions to ask before you sign.

How much a chatbot costs: the three price layers

LayerWhat it coversCommon market range (an estimate)
One-off setupSpec, content, build, integrations and testingabout ₪1,500–15,000, depending on complexity
Monthly costPlatform or server, AI model usage, maintenanceabout ₪150–900; an all-inclusive managed subscription can reach thousands of shekels
Payment to MetaOnly on WhatsApp through the API, per message, in dollarsFor recipients in Israel: a marketing message about 3.5 cents, a utility message about half a cent

The first two rows are our own estimate, based on the price lists Israeli suppliers publish, correct as of September 2026. They are not Simple Web's prices. The third row is taken from Meta's own price list, and we go into it below.

A common mistake is to compare the setup price alone. A cheap quote with no maintenance can cost more over a year than an expensive quote that includes it. So always compare the cost of a first year: setup plus 12 months of operation.

What sets the setup price

What drives chatbot setup cost: channels, system integrations and training on the business content

Going by the ranges published in the market, bots divide into three levels:

  • A menu or FAQ bot (about ₪1,500–3,500): one channel, buttons and fixed answers, with no connection to other systems.
  • A trained AI bot (about ₪3,500–8,000): understands free-form questions in Hebrew, qualifies leads, saves details to the CRM and books meetings.
  • A multi-channel system (₪8,000 and up): WhatsApp, the website and Messenger together, connected to a calendar, a booking system or payments.

What moves you between the levels? First, the number of channels. Second, the integrations: every additional system is a separate piece of building and testing. Third, the content: who writes the services, the prices and the answers, and how many edge cases the bot has to be able to handle. Fourth, handing over to a human agent with a summary of the conversation, which is a must in any serious bot.

The difference between a rules bot and an AI bot, and what a good bot actually does, is explained in our guide to chatbots for business. And if you want the bot to carry out actions inside your systems as well — to issue a quote, say, or update stock — that is already an AI agent, and it is priced differently.

The monthly cost: what you pay for every month

The monthly line is where quotes differ from one another most. These are the components to look for in it:

  • A platform or an API provider. The system that manages the conversations and connects the number to the WhatsApp Business Platform.
  • A server and hosting, if the bot is custom-built rather than running on a ready-made platform.
  • AI model usage. An AI bot pays the model provider by usage, and the cost rises with the number of conversations and the length of the answers.
  • Maintenance. Updating prices, adding a new service, fixing an answer the bot got wrong.

There are two main models. In the first you pay for setup plus a relatively low monthly amount. In the second, a managed subscription, there is almost no setup fee but the monthly amount is higher. A subscription is comfortable to start with, but work out what it costs after a year or two, and check whether the bot moves with you when you leave.

Our position: a bot with no maintenance goes stale quickly. If a quote has no maintenance line, ask who updates the bot when your prices change, and for how much.

What you pay Meta for WhatsApp messages (and what changes on 1 October 2026)

Per-message billing on WhatsApp: chat bubbles passing through a counter

A WhatsApp bot running on the WhatsApp Business Platform pays Meta for messages. Since 1 July 2025 Meta has charged per message delivered, rather than per conversation. The price depends on the message type and on the recipient's country code. According to Meta's price list, on a page updated on 10 September 2026, the rates for recipients in Israel are:

  • A marketing message: $0.0353 per message.
  • A utility message, such as an order confirmation or a reminder: $0.0053.
  • An authentication message, such as a one-time code: $0.0053.

In the rates Meta has published for 1 October 2026 these prices for Israel do not change. What changes is what counts as free:

  • Until 30 September 2026: replies inside the 24-hour window that opens when the customer writes to you (service messages) are not charged. A utility message sent inside the window in reply to the customer is not charged either.
  • From 1 October 2026: Meta charges for service messages too, at the same rate as a utility message. Every business phone number gets an allowance of 1,000 free service messages a month, with no carry-over to the next month. Utility messages inside the window are charged as well.

An example: a bot that sends 2,500 replies a month plus 400 marketing messages. From October, the 1,500 replies beyond the allowance will cost about $8, and the marketing messages about $14. Those are list prices, before volume discounts on utility and authentication messages and before a provider's margin.

Two practical points. First, every message delivered is counted, so a bot that splits an answer into three bubbles uses three times the allowance. Second, make sure there is a payment method on the account. According to Meta, without a payment method service messages beyond the allowance will not be delivered. Meta can update its rates at the start of each quarter, so check the price list before you build a budget. How the 24-hour window and template messages work is explained in WhatsApp marketing for business.

A free chatbot: what you can get and where it ends

The WhatsApp Business app is free, and gives you a greeting message, an away message and quick replies. For a business that gets a few enquiries a day, that is enough. It is not enough when you need to qualify leads, book meetings, connect to a CRM or answer free-form questions. For that you need the WhatsApp Business Platform, and that already involves paying Meta, and usually a provider too.

Do-it-yourself platforms generally offer a free starter tier or a low monthly subscription. The real cost there is your time: the spec, writing the answers, testing and maintenance.

Unofficial connections link a bot to WhatsApp through WhatsApp Web, without Meta's official API. They are cheaper, but the number may be blocked. For a business whose number is its main sales channel, the risk is not worth the saving.

A final point for 2026: since January 2026 Meta has not allowed general-purpose ChatGPT-style AI assistants on WhatsApp's business platform. A bot that answers on behalf of the business about its own services is allowed, and a supplier selling you "ChatGPT on WhatsApp" should explain the difference.

8 questions to ask a supplier before you sign

What a chatbot really costs depends on the answers to these questions as much as on the number in the quote.

  1. What exactly is included in the setup? How many channels, how many integrations and how many revision rounds.
  2. What is included in the monthly payment? Server, AI model, maintenance and content updates — and what is billed separately.
  3. Who pays Meta? Directly from your account, or through the supplier with a margin on top.
  4. Whose name are the number and the WhatsApp Business account in? An account registered with the supplier can make leaving complicated.
  5. Official API or an unofficial connection? Ask for the answer in writing.
  6. What happens to the conversations and the data if you leave? Make sure there is a full export.
  7. How does the bot hand over to an agent? To whom, when and with what summary.
  8. Where is personal information stored? A bot collects names and phone numbers and sometimes more. Amendment 13 to the Privacy Protection Law requires you to know where the information is kept and who it passes to, and the detail is in our guide to Amendment 13.

Before you sign, do one calculation. Suppose, purely as an illustration, a setup of ₪5,000, ₪400 a month, and a deal that leaves you ₪1,000 in profit. The bot has to bring in one extra deal a month to cover the running cost, and five more deals to pay back the setup.

What Simple Web does about it

Simple Web is an AI-first marketing agency from Bnei Brak, certified Meta partners and Google advertising experts, working with 200+ businesses and holding 28 five-star Google reviews. We build chatbots and automations: one AI bot that works on WhatsApp, on the website and in Messenger. The bot is trained on the business's services, prices and frequently asked questions, and speaks full Hebrew, slang included. It answers, qualifies leads, books meetings, saves the details to the CRM and hands over to a human agent with the context of the conversation. Response time for a new lead: under 30 seconds.

A basic bot is ready in about a week, and a custom bot with full training in 2–3 weeks. We have no flat price: the price is set in a quote based on scope, and there is usually a monthly server and operating cost as well.

Summary

How much does a chatbot cost? Going by the ranges in the market, usually a few thousand shekels to set up and a few hundred a month, and on WhatsApp a payment to Meta per message as well. From 1 October 2026 that payment covers replies to customers too, beyond 1,000 free service messages a month for each number. Compare quotes by the cost of a year rather than by the setup price. And check whose name the number and the data are registered in. Want to know which bot suits your business? Book a free diagnostic call.

FAQ
Going by the ranges published in the market, a basic bot costs about ₪1,500–3,500 to set up, and an AI bot with a CRM and a calendar about ₪3,500–8,000. On top of that there is a monthly cost of about ₪150–900, and a payment to Meta per message. These are market estimates, not any one supplier's price list.
The WhatsApp Business app is free, and gives you a greeting message, an away message and quick replies. A bot that qualifies, books meetings and connects to a CRM needs the WhatsApp Business Platform, and there you pay Meta and a provider. On free do-it-yourself platforms you pay with your own time.
Until 30 September 2026 replies inside the 24-hour window are free. From 1 October 2026 every business number gets 1,000 free service messages a month, and beyond that every message is charged — in Israel $0.0053. Marketing messages are charged both before and after the change.
With us a basic bot is ready in about a week, and a custom bot with full training in 2–3 weeks. What usually holds things up is the content from the business: the services, the prices and the answers the bot needs to know. It is worth preparing that before you even choose a supplier.
A website bot involves no payment to Meta and no connection to the WhatsApp Business Platform. A WhatsApp bot adds a per-message payment, and sometimes provider fees too. The setup price itself depends mainly on complexity and integrations, not on the channel.
