ChatGPT ads policy: which businesses can advertise and which are blocked in Israel
September 22, 2026
Your ad appears right under the answer, at the moment a customer is deciding
Pick a type of business to see an example conversation, the ad that appears below the answer, and the context hints that put it there. The businesses in the examples are fictional.
The question: I am renovating my kitchen on a budget of about ₪60,000. How do I choose cabinets that will last?
The answer: Check three things before you sign: the carcass material and its water resistance, the quality of the hinges and runners, and the written warranty. It is also worth asking for a 3D rendering before you order, to see the kitchen in your own space.

The question: We have an 80-square-meter garden. How much does a home pool cost, and what should we know before starting?
The answer: The price depends mostly on the pool type (concrete, fiberglass, or prefab), the size, and the filtration system. Before you start, check permits, access for heavy machinery to the yard, and the monthly maintenance cost.

An on-site consultation and a detailed quote, no obligation.

The question: We are looking for a couples cabin in the north for a weekend in October, with a hot tub and a view. What should we check?
The answer: Check the cancellation policy, whether the hot tub is private and inside the unit, and how far it is from restaurants and attractions. In October it is best to book early, because weekends fill up fast.

Breakfast at your door and flexible cancellation up to a week before.

The question: I want to learn advanced Excel to move up at work. Is an online course or a classroom course better?
The answer: If you need flexibility, an online course with hands-on exercises and feedback on your work will do well. Check that it covers advanced formulas, pivot tables, and automation, and that you keep access after you finish.

ChatGPT ads management means setting up and running sponsored ads that appear below ChatGPT answers, in conversations related to what you sell. It is for businesses selling home and consumer goods, local services, travel and leisure, digital products, or courses that want to reach a customer at the moment they compare options and decide. Since September 2026, Israeli businesses can advertise in ChatGPT, billed in shekels. We check that your category is approved for advertising, guide the account setup, write ads and context hints instead of keywords, install conversion tracking, and tune every week. The account always stays in your name.
Pick your category. The coloured dot already shows the answer: green is approved, orange is conditional, red is not approved.

ChatGPT does not replace Google or Meta. It catches a different moment: when the customer is already asking for advice and comparing. This is how the channels differ.
| ChatGPT | Meta (Facebook & Instagram) | ||
|---|---|---|---|
| Where the ad appears | Below the answer, in a separate box labeled as sponsored | In search results, on websites, and on YouTube | In the Facebook and Instagram feed, Stories, and Reels |
| What the customer is doing | Asking for advice, comparing options, deciding | Searching for something specific, right now | Scrolling, not looking for anything in particular |
| How the audience is chosen | By the conversation and the context hints you write, with no keywords | By keywords and search intent | By audiences, interests, and behavior |
| How you pay | Per impression or per click, even in a campaign optimized for conversions | Usually per click | Usually per impression |
| Who sees the ads | Free and Go users. Not Plus and above, and not anyone under 18 | Anyone searching on Google | Facebook and Instagram users |
| What it suits best | Products and services people deliberate over and compare | Existing demand: people already searching for what you sell | Creating demand, and products that show well in a photo or video |
| How mature the channel is | Beta. No benchmarks by category yet | Established, with benchmarks for every category | Established, with benchmarks for every category |
From the fit check to the decision to scale takes about five weeks. Here is what happens at each stage, the budget we recommend, and what to prepare.
Days 1 to 3
We confirm your category is approved from Israel, what your customers ask, and which landing page to send them to.
Days 3 to 10
You open an advertiser account in your business name and invite us. While OpenAI verifies it, we write the ads and context hints and install the pixel and tracking.
Weeks 2 to 5
The campaign runs on a test budget, and every week we tune bids, ads, and context hints by what brings inquiries.
End of the test
We compare the cost per inquiry with your other channels and decide together: scale, change course, or stop.
The test budget we recommend
₪100 to ₪150 a day
for three to four weeks. About ₪2,100 to ₪4,200 for the whole period, paid directly to OpenAI.
OpenAI's minimum is ₪60 a day, but at that level data builds up too slowly to judge cost per inquiry. The range we recommend gives you enough clicks to decide, without committing a large budget to a channel that has no benchmarks yet.
Good to know: a daily budget in ChatGPT is an average. On a given day spend can reach up to 2x, but in a week (Sunday to Saturday) it never exceeds 7x the daily budget. Our management fee is separate and set after a scoping call.
Not every business can advertise in ChatGPT. From Israel, OpenAI currently does not accept ads for financial, health, or legal services, or ads for a specific property or job listing. We check this in the very first call, so you do not spend time on an account that will not be approved.
In ChatGPT, the business itself opens the ad account and invites us in. We guide you through business verification, billing in shekels, and the settings that cannot be changed later: country, currency, and time zone. The account and its data stay yours.
ChatGPT does not match an ad to a search term but to a conversation. So we write context hints that describe who needs you and when, for example "a family renovating a kitchen and choosing between cabinet types". This is where most of the targeting work now happens.
An ad below an answer has to read like useful information, not a slogan. We write many distinct variations per offer, with an image that fits the message and a landing page that picks up exactly where the customer's question left off.
We install the OpenAI pixel, set up conversion events (lead, purchase, sign-up), and add UTM parameters for your analytics. We also update your cookie banner and privacy policy, because under Israel's Amendment 13 the pixel is a new party that receives data.
The channel is new and has no benchmarks yet, so we start with a test budget (we recommend ₪100 to ₪150 a day; OpenAI's minimum is ₪60) and scale only what brings inquiries. If you also advertise on Google or Meta, the monthly report shows them side by side, so you see where every shekel works hardest.
Organic SEO
Want ChatGPT to recommend you inside the answer?
That cannot be bought. Organic SEO builds a site and content that Google and AI answer engines understand and cite, over time.
